Shaftesbury Capital is pleased to share our proposals to bring a new world-class restaurant to 10 Carnaby Street and 74 Broadwick Street.
The basement at 74 Broadwick Street has an established planning history for restaurant use. Westminster City Council granted planning permission in 2019 for a basement restaurant with capacity for 140 covers, including associated kitchen extract routes, and in December 2022 approved the flexible use of the space as either a restaurant, retail unit or live music venue. A subsequent licensing application for a jazz music venue was refused by Westminster City Council’s Licensing Sub-Committee in September 2023. Following that decision, the basement has remained vacant for more than three years.
Since then, we have undertaken an extensive review of alternative uses for the site and explored a range of potential occupiers, including wellness, meeting room and end-of-trip facility operators. Despite these efforts, no viable alternative use has been secured. As part of our wider vision for a retail-led but increasingly mixed-use Carnaby neighbourhood, we are therefore proposing to link the long-vacant basement with the adjoining retail unit at 10 Carnaby Street to create a single restaurant destination, bringing both spaces back into active and productive use. The retail unit has a pop-up retailer currently trading in the unit, which helps to facilitate the merger of the unit with the basement.
The current proposal is fundamentally different from the previous licensing application. It is for a food-led, seated restaurant operating within Westminster’s core hours only, with no late-night use and no regulated entertainment. The proposed capacity is approximately 200 covers, significantly lower than the 295-seat jazz venue previously proposed, and all customer access and egress would be via 10 Carnaby Street rather than Broadwick Street.
We are proposing Din Tai Fung as the operator for the site. Din Tai Fung is an internationally acclaimed, Michelin-recognised restaurant group and an existing Shaftesbury Capital tenant in Covent Garden, with an established reputation for responsible and professionally managed operations. The business operates four successful London restaurants and more than 180 locations across 14 countries worldwide, making it a well-established and appropriate operator for this prominent Carnaby location.
